“Transformation and Innovation”


The fourth eGovernment Workshop returns to Brunel in 2008. With the achievement of near 100% eGovernment implementation by its 2005 target the UK is now firmly engaged in transforming the way government works to reap the full benefits of this investment.


This workshop calls for theoretical analysis, empirical research, or case studies that will provide us with a deeper insight into issues surrounding the use of Information and Communications Technology to achieve better government. Topics are expected to be drawn from:

  • Innovation and Transformation in the public sector
  • Flexible and adaptable systems and platforms
  • eParticipation, eConsultation, eDemocracy and eVoting
  • Cooperation and coordination across government agencies
  • eGovernment Portals, one stop shop facility, and web accessibility
  • Mobile technology and eGovernment
  • Usability, eServices, eTransactions, multi-modal delivery, and personalisation

Keynote Speaker: Elizabeth Sparrow


 

All too often media stories focus on high profile public IT project failures but the BCS is challenging this view. Elizabeth will present the recent publication: "Success - public projects can work" profiling nine award winning public sector IT programmes. Each of the projects is a benchmark for excellence and an outstanding sucesses that demonstrates the passion, commitment and professionalism of those working in government IT.


Elizabeth Sparrow is BCS Vice President for External Relations. She is also chair the BCS Government Relations Group, which instigated the MP Website competition and has launched the Trustworthy eGovernment initiative. Elizabeth has delivered major programmes of change and improved performance in both the public and private sectors.
 



 

Keynote Speaker: Ray Whitehouse


 

Ray Whitehouse is the Head of Business Systems at the London Borough of Havering, London's third largest Borough. Under Ray's watchfull eye the borough has been involved in several leading eGovernment projects. In May 2007 they celebrated the successful completion and publication of the NeSDS eService Delivery Standards. This programme has been aclaimed one of the most successful to come out of the DCLG funded egovernment programme and the 10 eStandards produced have become an established part of local government best practice. The borough has also used GGP's GIS to tie information together with the NLPG property database and provide a central repository of addresses that enable easy referencing and sharing records council wide. The GIS provides real street level information that has made a significant improvment in services and delivered marked efficiency gains.
